The Tax Lien Sale is the payment of delinquent secured property taxes by an investor. The tax lien on the property is sold in open, competitive bidding to the investor bidding the lowest rate of interest. The highest rate of interest bid is not to exceed 16%. There is a $10.00 processing fee per property. The processing fee is a non-refundable expense to the investor. The investor's payment for the tax lien purchase must be made with cash, money order, cashier's check, personal check or credit card (Visa & MasterCard only) for the exact amount of the transaction plus any fees that are included. On the day of the sale, the payment is to be made no later than 3:00 p.m. The payment amount must agree with the purchase price. Refunds are not available.

You are not purchasing property but a tax lien against the property. A tax lien does not allow you any rights to the property. You may not trespass or build on the property.

The purchase of a tax lien is a "Buyer Beware" situation. You should verify the exact location of the parcel on a map in the County Assessor's or County Recorder's office. You are advised to investigate the property, prior to purchasing, to determine whether the property would be of sufficient use or value to you should you be in a position to obtain a deed at some future date. The type of real property in the county of Coconino varies tremendously. You should be aware that the property to which you may ultimately obtain a deed may be contaminated by toxic matter, subjecting you to costly cleanup or fines. View the property!! Deeds are only available after the legal period of redemption has expired and are obtained at your own risk. If you bid on a parcel at the tax lien sale the expectation is that you will have done your research.

In Coconino County, the lien sale is held the third Thursday of February. The properties available for the sale are listed in the Arizona Daily Sun. The Tuesday paper two weeks prior to the week of the sale will have the public notice of the sale. We do not have copies of the newspaper available for purchase at the Treasurer's office. You must contact the Arizona Daily Sun at P.O. Box 1849, Flagstaff, AZ 86002, or call 928-774-4545 to obtain a list of the properties. The listing is also available on the Internet at www.azdailysun.com. For the months March through January, a list of properties is available for use in the Treasurer's office or website.

You can purchase a copy of the tax lien list on CD or hard copy for a fee of $50.00 plus postage/handling of $3.00 for the CD or $10.00 for the hard copy. (If purchasing a list right before the tax lien sale, this list will become available after the final report is delivered to the newspaper.)

Every year we receive requests for the names and addresses of our investors. We were informed by the Coconino County Attorney's Office that we cannot restrict this information.

Anyone wishing to bid at the annual tax lien sale must have a bid number assigned to them by the Treasurer's office. You will keep the same number each year as long as you hold tax liens in Coconino County. You may verify your bid number with the Coconino County Treasurer's back tax department 928-226-6003.

A bid number is assigned to only one name(s) if joint (ex: John & Jane Doe). If you have a business and wish to purchase tax liens in your business name, you will need to have a separate bid number.

When you register as a bidder and receive a bid number, list your name (ex: John Doe) or names (ex: John & Jane Doe) and current mailing address.

You should notify this office of any change of an address to assure your prompt receipt of a redemption check if your parcel's tax lien is redeemed.

You will receive a receipt upon payment of purchasing a tax lien indicating the percent rate you purchased the tax lien at and the Certificate of Purchase number.

Any person with a legal or equitable claim to the property may redeem the tax lien at any time prior to the issuance of a deed. When the property is redeemed, the Certificate of Purchase holder receives his investment plus the rate of interest he bid at the sale. A property owner must redeem the tax lien through the Treasurer's office.

The purchaser of a tax lien must pay the subsequent taxes on the Certificate of Purchase each year to protect his interest. There is a subsequent tax fee of $15.00 for each time you make a payment on the Certificate of Purchase.

Subsequent tax payments cannot be accepted until June following the year being paid. For example, the 2004 taxes cannot be paid until June 2005. We issue a list of certificates with amounts due for the month of June which is to be paid by June 30. When you are requesting information from the office for subsequent tax payments, please indicate your bidder number and the month you will be making your payment so interest may be calculated correctly. Please allow ten days for the information to be returned to you.

You may petition the court to foreclose on the Certificate of Purchase property after three years from the date of the February sale. To start the foreclosure process, you may choose to hire an attorney or opt for the Judicial Foreclosure-Self Help packet from the Treasurer's web site www.coconino.az.gov/treasurer. In the event the decision is made in the plaintiff's favor, the Treasurer shall issue a Judgment Deed upon receipt of a certified copy of the judgement foreclosing the right to redeem together with a fee of $50.00.

  1. What are the date, time and location of your tax lien sale?
    Our tax sale is held the third Thursday of February each year. The tax lien sale starts at 8:30a.m. in the Board of Supervisors meeting room on the first floor, 219 E. Cherry, Flagstaff, AZ 86001
  2. How often do you hold tax lien sales?
    Once a year, in February.
  3. Does your county hold a deed/land sale in addition to a tax lien sale? If so, when and where does it take place?
    Yes, you need to contact the COCONINO County Board of Supervisors at (928)779-6693 or write 219 E. Cherry, Flagstaff, AZ 86001
  4. When and where will the tax lien sale be advertised?
    The Tuesday paper two weeks prior to the week of the sale will have the public notice of the sale. It is advertised in the Arizona Daily Sun. You must contact the Arizona Daily Sun at P.O. Box 1849, Flagstaff, AZ 86002; call (928) 774-4545 to get a copy of the notice; or visit their website at www.azdailysun.com. The list is also available on the County Treasurer website.
  5. How and when do I register for the tax sale?
    Anyone who has a bid number is registered for the tax lien sale. If you are a new investor in our county you should obtain a bid number one week prior to the sale. Complete the Bidder Information Card form and then mail it or bring it to us at 110 E. Cherry Avenue, Flagstaff, Arizona 86001 no later than the Tuesday prior to the sale. The original signed form is required by this office to provide you with the official bidder number.
  6. What type of payment requirements are needed at the sale?
    Is there a deposit required before the sale? Cash, cashier check, money order, personal checks and credit cards (VISA and MasterCard Only) are accepted. We do not require a deposit. However, payment is due in full in our office by 3:00 p.m. the day of the closing of the tax sale. Money orders, cashier checks, or personal checks need to be for the exact amount of the purchase for the tax lien. If payment is made with cash, payment must be within $5 of purchase. We do not have large amounts of cash on hand for refunds.
  7. What is the bidding process?
    The bidding process starts with the interest rate at 16% and is bid down in full percent increments if more than one individual is involved. If the parcel is bid down to zero and more than one individual is interested, a drawing will be held to determine which individual will be granted the parcel for the tax lien.
  8. What type of document is issued at the sale?
    After you have finished bidding, a table will be set up outside the doors where the tax lien sale takes place. You will need to pick up a printout listing all the parcels you bid on and at what % interest rate. It will be your responsibility to verify the lists to ensure its accuracy. Upon receiving payment, you will also be given a receipt reflecting all pertinent information.
  9. Are there any other expenses for the tax lien?
    There is a $10.00 processing fee. This fee is not included in the advertisement.
  10. What is the foreclosure process and the associated fees?
    The foreclosure process, which begins three years after the date of the tax lien sale, involves obtaining an insurable deed known as a Judgement Deed. You may choose to hire an attorney or opt for the Judicial Foreclosure-SelfHelp packet from the Treasurer's website.
  11. What happens to the liens that are not sold at the Tax Lien Sale?
    Can they be purchased over-the counter? Once the sale has been concluded, you can purchase the liens over the counter. The date the tax liens can be purchased over the counter will be announced at the sale, usually two weeks after the sale.
  12. Is there a list of the delinquent taxes that can be purchased?
    There is a list in our office for you to view or you may purchase a hard copy or CD for $50.00. (All are updated weekly.) If either the hard copy or CD is to be mailed, please add $10.00 for postage/handling for the hard copy and $3.00 postage/handling for the CD.

    The list must be prepaid prior to mailing it out. You may send in your request by mail with your check made payable to: Coconino County Treasurer; 110 E. Cherry Avenue; Flagstaff, AZ 86001. Visa or MasterCard is also accepted. We do not provide a partial list and because the list is large, we CANNOT FAX the list to you.
  13. Will someone in your office do the research for me?
    I will be happy to submit the proper fee. All research is to be completed by the investors.
  14. How does the tax sale auction work?
    Bids will start with the first column listed in the newspaper by item number and continue to the end of the list. Please keep track of any parcels you wish to acquire, along with a notation of the parcels for which you have received the assignment. Once the item number is called, the item will not be called at a later time.

If you are interested in purchasing a tax lien from the delinquent tax sale list, follow the steps below:

  1. Read real property tax lien sale information.
  2. Provide bidder number or complete and sign Bidder Information Card.
  3. Total amount due per parcel is listed on the delinquent tax list.
  4. Payment must be postmarked by the 25th of the month.
  5. Mail all information to the above address.

We accept payments in the form of cash, cashier's check, personal check or money order. Research is to be completed by the investor. The maps are available in the Assessor's office. To purchase a tax lien you must have a bid number assigned by the Coconino County Treasurer's office. You may verify your bid number with the Treasurer's back tax department at 928-226-6003
